This page states plainly which decisions belong to IBEC and which belong to our independent Certification Partner. IBEC governs its community, its training quality and its conduct. Every technical certification decision — scheme content, item banks, pass standards, evaluation, awarding and appeals against a result — belongs to the partner's committees.
IBEC holds no seat and no vote
The Board of Directors is responsible for IBEC's strategy, financial sustainability, international growth, training quality and the honesty of how IBEC describes itself. It is not responsible for — and has no authority over — the certification scheme, the examination banks or any certification decision.

Standing Committees & Where They Sit
Scheme & Examination Committees — held by our Certification Partner
These committees belong to our Certification Partner, not to IBEC. They own the technical content of every certification scheme: competency units, eligibility criteria, examination blueprints, item-bank development, pass-mark setting and periodic scheme review. IBEC holds no seat, no vote and no visibility over live examination content.
IBEC Ethics & Conduct Committee
Safeguards IBEC's own conduct: the accuracy of our public claims, the behaviour of our trainers and partners, and compliance with the boundary between what IBEC issues and what the partner awards. It can suspend any trainer, partner or member who breaches that boundary.
Appeals & Complaints — Two Routes
Complaints about IBEC's training, service, billing or conduct are handled by IBEC's Appeals & Complaints Committee. Appeals against an examination result or a certification decision are handled exclusively by our Certification Partner under its own published appeals procedure — IBEC cannot overturn a result, and will route your appeal to the partner and track it with you.
